Army Research Laboratory (ARL) Targeted and Sub-Domain Broad Agency Announcements

In addition to its flagship portfolios in intelligent systems, advanced materials, human systems, protection sciences, computational science, and network science, the U.S. Army Research Laboratory (ARL) manages a series of specialized sub-domain Broad Agency Announcements (BAAs). These BAAs are designed to accelerate scientific discovery and technical innovation in highly focused areas central to Army modernization and multi-domain operational readiness.

Sub-domain BAAs may target niche but mission-critical capabilities such as neuromorphic computing, battlefield decision analytics, adaptive mission-planning algorithms, predictive energetics modeling, ultra-low-power microelectronics, quantum detection technologies, soldier cognition and fatigue modeling, resilient communications in contested environments, biologically inspired materials, next-generation composite armor structures, autonomous micro-robotics, and secure distributed edge networks.

Research topics often include:

  • AI-enabled mission planning and autonomous adaptation in complex terrain

  • Bio-inspired materials and intelligent protective structures

  • Quantum magnetometry, quantum networking, and novel sensing modalities

  • High-energy-density storage, logistics modeling, and predictive energetics

  • Human-autonomy teaming, mixed-reality interfaces, and soldier cognitive load analytics

  • Microelectronics reliability, SWaP-C optimization, and ruggedized computing architectures

  • Secure cloud-to-edge communications, battlefield mesh networking, and contested-environment cyber resilience

Eligibility spans U.S. universities, major research laboratories, federally funded R&D centers, large industry partners, and for-profit corporations—including dual-use startups and early-stage technology ventures working in autonomy, AI/ML, sensing, energetics, modeling and simulation, quantum science, or advanced materials. Foreign collaboration may be limited or subject to strict export-control compliance.

Most ARL sub-domain BAAs follow a white-paper pathway, giving applicants the opportunity to engage with ARL program managers before committing to a full proposal. Review criteria emphasize scientific merit, technical feasibility, transition potential, alignment with Army Futures Command priorities, and relevance to battlefield needs. Proposals that articulate rigorous research design, milestone clarity, prototype feasibility, and credible pathways to field use are especially competitive.
