ARPA-H Broad Agency Announcement (BAA)

ARPA-H operates under a bold and unconventional research funding model designed to accelerate breakthrough biomedical and health innovations that are unlikely to receive support through traditional mechanisms such as R01s, U-series cooperative agreements, or multi-project center awards. As part of the broader ARPA family, ARPA-H emphasizes high-risk, high-reward problem solving and rapid translation of disruptive concepts into impactful technologies, platforms, tools, devices, therapeutics, diagnostics, and data-driven health solutions.

Unlike typical NIH mechanisms, ARPA-H does not require a specific hypothesis-driven research structure. Instead, its Broad Agency Announcement (BAA) invites proposers to develop transformative concepts that tackle major national health challenges, improve patient outcomes, reduce disease burden, increase health system resilience, and disrupt stagnant development pipelines. ARPA-H encourages milestone-driven approaches, creative engineering, scalable public health applications, and solutions that can be demonstrated rapidly and broadly adopted.

Proposal and Narrative Elements

ARPA-H submissions are structured around a DARPA-style framework that includes:

  • Problem Definition and Vision: A compelling case for a major health challenge and why existing approaches fail.

  • Transformative Solution: A bold, high-impact concept with the potential to fundamentally change the status quo.

  • Milestones and Metrics: Well-defined performance targets, validation criteria, and down-selection decision points.

  • Technical Plan: A rigorous scientific or engineering strategy that accommodates iteration, pivoting, or phased validation.

  • Deliverables and Demonstration Plans: Clear strategies for testing, evaluation, prototyping, and real-world demonstration.

  • Commercialization, Deployment, or Implementation Strategy: A roadmap for scale, operational adoption, regulatory feasibility, or partnerships enabling rapid real-world impact.

  • Team and Leadership: Evidence that the proposing team has the creativity, domain expertise, and organizational capacity to execute a fast-paced, high-uncertainty research and development program.

Projects may involve novel therapeutics, diagnostic systems, digital health platforms, biosecurity solutions, advanced AI/ML, decentralized research models, or multi-sector implementation. Consortia, start-ups, academic institutions, and clinical partners are encouraged when they strengthen feasibility and scalability.
