CDMRP Clinical Trial Award
Congressionally Directed Medical Research Programs – U.S. Department of Defense
The CDMRP Clinical Trial Award is a major research mechanism supporting clinical investigations that evaluate the safety, efficacy, feasibility, or clinical utility of interventions directly relevant to military health. Unlike exploratory NIH trial mechanisms that frequently emphasize early-phase development, the CDMRP Clinical Trial Award prioritizes translational or late-phase studies that can rapidly improve outcomes for service members, military families, and veterans. Award structure and expectations vary by individual CDMRP program—some support early-phase feasibility studies while others emphasize pivotal clinical validation, comparative effectiveness research, or post-deployment health outcomes. In all cases, proposals must demonstrate compelling military or veteran relevance.
Eligible clinical research may involve medical treatments, therapeutic devices, diagnostics, surgical methodologies, rehabilitation strategies, prosthetic or assistive technologies, behavioral-health approaches, advanced imaging tools, telehealth systems, or other interventions designed to prevent, detect, or manage conditions affecting military populations. Priority areas include trauma care and hemorrhage control, infectious disease management, cancer care optimization, musculoskeletal injury, regenerative medicine, post-operative rehabilitation, neurological and behavioral disorders, chronic illness management, and technologies that improve survivorship or quality of life.
Eligibility is broad, permitting participation from academic medical centers, universities, Veterans Affairs hospitals, nonprofit research organizations, federally funded institutions, and qualified for-profit entities. Applicants must have demonstrated clinical research capability and access to appropriate patient populations. Submissions require a rigorous trial strategy, including a detailed regulatory plan, human subjects protection documentation, clinical-site qualifications, statistical methodology, data monitoring and safety oversight, and fully described team expertise. Multi-site trials, adaptive design methodologies, pragmatic or decentralized trial structures, and technology-enabled patient monitoring are encouraged when appropriate.
Peer review evaluates scientific merit, operational feasibility, trial design quality, statistical rigor, regulatory readiness, ethical protections, and military relevance. Programmatic review then considers overall strategic alignment, potential impact, potential for rapid deployment, duplication across the existing portfolio, and relevance to the target beneficiary population. Competitive submissions provide strong preliminary data or clinical justification, demonstrate high likelihood of trial completion, and articulate how results could meaningfully improve operational readiness, survivorship, or quality of life for military beneficiaries.
