CDMRP Discovery Award
Congressionally Directed Medical Research Programs – U.S. Department of Defense
The CDMRP Discovery Award is a highly competitive research mechanism designed to identify bold, early-stage scientific concepts that have the potential to transform prevention, diagnosis, treatment, or rehabilitation for conditions affecting military health. Unlike clinical or translational mechanisms requiring feasibility data, the Discovery Award emphasizes innovation over maturity, making it an ideal pathway for high-risk ideas that challenge existing paradigms, introduce novel conceptual models, or lay the groundwork for future breakthroughs.
The Discovery Award is intentionally flexible and does not require preliminary data, allowing investigators to pursue imaginative questions or unexplored directions that may be too nascent for traditional NIH or CDMRP funding streams. Reviewers prioritize the originality, clarity, and potential impact of the idea, rather than the feasibility or completeness of a preliminary evidence base. Concepts should demonstrate a strong scientific rationale, a sound exploratory strategy, and a compelling explanation of how the work could advance meaningful improvements in military or veteran health outcomes.
Eligibility is broad, and investigators at all career stages may apply, including early-career scientists, provided that the submitting institution meets CDMRP eligibility criteria. Institutions may include universities, academic medical centers, nonprofit labs, VA research environments, and qualified for-profit entities developing biomedical, AI, digital-health, or rehabilitation technologies. Investigators must ensure their proposal aligns with program-specific topic areas defined annually within the relevant CDMRP research program (e.g., breast cancer, prostate cancer, pain management, mental health, orthopedic injury, neurological disorders, infectious disease, rehabilitation, etc.).
Scientific review evaluates innovation, scientific rationale, clarity of research approach, and potential impact, while programmatic review considers strategic alignment with DoD priorities, portfolio needs, military relevance, and the likelihood that the concept could evolve into a high-impact research trajectory. Successful Discovery Award proposals communicate a clear vision for how a novel idea could meaningfully improve military readiness, survivorship, long-term outcomes, or quality of life for service members, veterans, and their families.
Funded Discovery Award concepts have included novel drug mechanisms, molecular probes, biomarker discovery, regenerative medicine platforms, biosensor development, digital rehabilitation tools, advanced analytics, immunologic discovery, and next-generation preclinical models.
