CDMRP – Focused Program Award (FPA)
Congressionally Directed Medical Research Programs – U.S. Department of Defense
The Focused Program Award (FPA) within the Congressionally Directed Medical Research Programs (CDMRP) supports large, multi-institutional and multidisciplinary scientific teams working collaboratively to solve a complex medical challenge relevant to military health. Unlike single-investigator mechanisms that fund discrete, independent projects, the FPA is designed for synergistic research programs composed of multiple interrelated projects and shared scientific cores under a unified theme. The mechanism enables teams to integrate basic science, translational research, clinical methods, rehabilitation strategies, or advanced medical technologies in a coordinated, milestone-driven fashion.
Eligibility is broad but requires strong collaborative infrastructure and scientific leadership. Investigators may be affiliated with academic medical centers, universities, nonprofit research institutes, federal laboratories, Veterans Affairs facilities, and qualified for-profit entities developing dual-use biomedical innovations. Consortium leadership must demonstrate the administrative capacity, technical resources, and project-management discipline necessary to coordinate multi-team activities. Subprojects must align with the mission priorities of the specific CDMRP program (e.g., cancer, trauma care, neurodegeneration, infectious disease, rehabilitation, or precision health).
A competitive FPA proposal contains multiple complementary scientific projects and shared scientific or administrative cores, along with a clearly articulated management and integration plan. Each subproject must be scientifically sound on its own, but the overall impact is driven by the synergy among all components, the strategic use of shared resources, and the unified problem-solving approach. The proposal must include substantial preliminary data for each subproject, demonstrate feasibility, and present a team science strategy that supports real-time knowledge sharing, data standardization, and coordinated milestones.
The CDMRP’s two-tier review process evaluates peer-reviewed scientific merit, integration strength, feasibility, innovation, and relevance to the health needs of service members, veterans, and military families. Programmatic review then assesses military readiness impact, portfolio balance, duplication risk, and strategic alignment with congressionally directed medical priorities.
Typical Focused Program Award themes include:
– Complex disease biology explored across molecular, clinical, and behavioral levels
– Multi-phase therapeutic development pipelines from mechanism to late-stage validation
– Integrated diagnostic ecosystems combining imaging, biomarkers, and analytics
– Rehabilitation or prosthetic systems for trauma, TBI, PTSD, or chronic disability
– Advanced health-services methods or care-coordination platforms supporting long-term readiness
