U.S. Army C5ISR Center Broad Agency Announcements

The U.S. Army C5ISR Center (Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance) issues Broad Agency Announcements to advance the Army’s next-generation battlefield sensing, cyber defense, secure communications, and mission-command capabilities. As a major element of Army Futures Command, C5ISR leads scientific and technological modernization for multi-domain operations—integrating signals intelligence, tactical networking, autonomous systems, data fusion, and resilient cyber architectures into unified warfighter environments. Its BAAs invite early-stage research as well as applied development that accelerates capability transition into future operational systems.

C5ISR research priorities span secure communication protocols, distributed sensor architectures, advanced radio technologies, AI-enabled analytics, resilient cloud-edge infrastructures, electronic warfare threat detection, autonomous sensor coordination, tactical spectrum management, and human-centered mission-command interfaces. Investigators frequently explore cyber-physical resilience, automated decision-support tools, electromagnetic maneuver warfare, digital engineering frameworks, and immersive training environments that integrate augmented or mixed-reality systems. Many projects emphasize technology maturation and transition pathways—making realistic TRL arguments, pilot demonstration strategies, and collaboration with Army partners especially valuable.

Eligibility for C5ISR BAAs is broad, including universities, medical research institutions, private R&D labs, federally funded research centers, large defense contractors, and for-profit corporations of all sizes. Dual-use startups focused on cybersecurity, microelectronics, AI/ML, space-to-ground sensing, electronic protection, or next-generation network technologies are often highly competitive. Foreign participation may be restricted for export-controlled topics or sensitive information environments.

Most solicitations begin with a white paper submission, enabling early technical feedback from Army program managers. Selected applicants are invited to submit full proposals, which are evaluated based on scientific merit, technical feasibility, Army relevance, transition potential, and the strength of the proposed research team and facilities. Successful programs often demonstrate strong modeling, simulation, prototyping, test methodology, and mission-impact potential.
