Defense Information Systems Agency (DISA) Broad Agency Announcement

The Defense Information Systems Agency (DISA) issues Broad Agency Announcements to advance secure communications, enterprise IT modernization, cyber defense, and information-dominance capabilities across the Department of Defense. As the central authority responsible for the Department of Defense Information Network (DoDIN), DISA manages global command-and-control networks, secure data flows, and mission-critical infrastructure supporting joint operations. Its BAAs seek innovations that strengthen cybersecurity posture, enable resilient communications, support multi-domain command-and-control, modernize cloud infrastructure, and enhance joint force interoperability.

Research priorities commonly include zero-trust security architecture, next-generation identity management, resilient networking under degraded or contested conditions, spectrum access and management, encryption resistant to quantum computing, cross-domain solutions, enterprise DevSecOps pipelines, secure automation, and AI-enabled cyber analytics. DISA BAAs frequently emphasize solutions that accelerate secure cloud-to-edge orchestration, improve distributed data processing, support automated patching and vulnerability mitigation, and improve cyber situational awareness for rapidly evolving threat environments.

Unlike purely academic BAAs, DISA strongly values transition potential and operational scalability. Solutions promising rapid deployment within the DoDIN—whether as software components, enterprise platforms, network-level security enhancements, or novel analytic engines—tend to be especially competitive. Startups and dual-use technology firms with deployable software, cyber tools, cloud platforms, or network-security innovations often perform very well under DISA solicitations.

Eligibility is broad and includes universities, nonprofit institutions, federally funded R&D centers, large defense contractors, and for-profit companies of all sizes. Early-stage startups are fully eligible and may find strong traction with disruptive cybersecurity, AI/ML, or cloud-engineering approaches. Foreign participation is limited depending on sensitivity and classification.

DISA typically employs a two-step submission pathway: (1) a white paper outlining the technical concept and operational value, followed by (2) a full proposal if the idea aligns with mission priorities. Evaluation criteria emphasize technical merit, cyber resilience, scalability, interoperability with existing DoDIN systems, and the potential for measurable improvement in mission performance.
