Defense Microelectronics Activity (DMEA) Broad Agency Announcement

The Defense Microelectronics Activity (DMEA) BAA funds advanced research and development in trusted microelectronics and secure semiconductor technologies that are essential to U.S. national security. DMEA plays a central role in safeguarding the microelectronics supply chain for mission-critical defense systems, ensuring that U.S. forces retain secure and reliable access to state-of-the-art chips, intellectual property, and fabrication capacity. Because modern weapons systems, sensors, cyber infrastructures, space platforms, and military communications rely heavily on semiconductors, DMEA uses its BAA to stimulate innovation and expand trusted manufacturing pathways.

Research areas supported under the DMEA BAA include trusted chip design, advanced packaging, verification and assurance tools, secure foundry processes, hardware cybersecurity, radiation-hardened electronics, novel semiconductor architectures, low-SWaP digital and RF systems, aging and reliability modeling, and next-generation materials that improve resilience under austere or high-stress environments. Additional priorities include microelectronics supply-chain visibility, anti-tamper design, counterfeit detection, sustainable trusted production, and field-programmable architectures tailored for defense applications.

Eligibility for the DMEA BAA is broad, enabling participation by universities, federally funded research and development centers, national laboratories, small businesses, large defense contractors, and for-profit commercial technology companies. Startups developing dual-use semiconductors, assurance tools, or advanced chip-level cybersecurity are often highly competitive. Foreign participation may be restricted due to export-control considerations.

Most DMEA submissions begin with a concept white paper that outlines technical merit, mission relevance, security value, and transition potential into defense programs. If encouraged, applicants may then prepare a full proposal. Reviewers evaluate innovation, feasibility, microelectronics assurance, alignment with trusted-supply-chain needs, and the likelihood that the technology can support secure DoD system integration or sustainment.
