Department of Defense (DoD) Broad Agency Announcement
The Department of Defense (DoD) Broad Agency Announcement (BAA) is one of the most strategically important funding mechanisms for innovative scientific research that advances U.S. defense capabilities. Unlike narrowly scoped solicitations or procurement-driven contracts, a DoD BAA invites investigators to propose transformative scientific concepts rather than working within rigid program boundaries. These announcements are designed to identify breakthrough research before it becomes mission-critical, enabling the DoD to explore emerging technologies, early-stage theories, and unconventional approaches that could shape future national security.
DoD BAAs remain open for extended periods—often a full year or more—and cover a wide range of topics across basic and applied research. Areas of high interest include advanced materials, energetics, autonomy, quantum sciences, sensing, mission networking, biotechnology, cyber defense, space systems, secure microelectronics, human performance, AI/ML, and cognitive science. Because BAAs focus on scientific advancement rather than product procurement, they are ideal for early-stage research, exploratory experimentation, and translational pathways that may later mature into DoD programs of record.
Eligibility is intentionally broad. Universities, national laboratories, nonprofit research organizations, large defense contractors, and for-profit commercial companies—including startups—can all participate. For-profit entities are fully eligible and often very competitive, especially when developing dual-use technologies or data-driven innovation platforms. Foreign organizations may be eligible under some DOD BAAs, though export-control and security restrictions apply.
The submission process generally includes two phases: (1) a concept or technical white paper describing the idea, its scientific merit, and defense relevance, followed by (2) an invited full proposal if the topic aligns with a program manager’s priorities. While some BAAs allow direct full proposal submission, white papers are strongly recommended because they facilitate early dialogue, reduce risk, and help investigators tailor their research for enhanced competitiveness.
Awards may be issued as grants, cooperative agreements, Other Transaction Agreements (OTAs), or research contracts depending on maturity and operational needs. Review criteria emphasize novelty, scientific rigor, feasibility, mission relevance, researcher capability, and transition potential.
