Defense Health Agency (DHA) Broad Agency Announcement

The Defense Health Agency (DHA) Broad Agency Announcement supports research and development that strengthens military medicine, operational readiness, and warfighter survivability. As the governing authority for the Military Health System (MHS), DHA manages integrated health delivery across the Army, Navy, Air Force, and Joint medical environments. Its BAA solicits innovations that improve combat casualty care, trauma systems, battlefield diagnostics, telemedicine, infectious disease prevention, rehabilitation technologies, digital health systems, surgical advances, medical simulation, mental and behavioral health, and evidence-based operational medicine. Unlike highly targeted CDMRP topic releases, the DHA BAA can support both foundational research and applied development, offering a flexible mechanism for novel scientific and clinical solutions relevant to military health.

DHA places strong emphasis on human performance optimization, novel resuscitation technologies, burn care, polytrauma systems, TBI diagnostics, precision medics, psychological resilience, prosthetics, neurotechnology, health IT modernization, decision-support systems, and rapid tele-critical care capabilities. DHA also supports population health analytics, force health surveillance, and clinical decision-support solutions that enhance readiness at scale. Transition potential is critically important, and projects that can progress toward field deployment, clinical adoption, or technology transition pathways are highly competitive.

Eligibility is broad: universities, nonprofit medical centers, private research institutions, small businesses, biotech companies, and large for-profit corporations are all eligible to apply. Early-stage startups and dual-use technology developers often find DHA attractive, particularly when proposing applied solutions that can be fielded within deployed medical environments. Some opportunities may include international collaborators when appropriate, though export and security restrictions apply.

The DHA BAA process typically begins with a white paper submission to assess alignment with DHA priorities. Encouraged teams then submit a full proposal. Evaluation criteria emphasize scientific merit, clinical feasibility, implementation or transition potential, military relevance, and the capability of the proposing team to deliver meaningful health impact for service members and beneficiaries.
