Office of Strategic Capital (OSC): Strengthening Dual-Use Industrial Capacity for National Defense

The Office of Strategic Capital (OSC) is a Department of Defense initiative focused on strengthening critical technology supply chains by aligning private-sector investment, industrial capacity, and federal incentives. Unlike traditional research or prototype solicitations, OSC does not issue Broad Agency Announcements (BAAs) or standard RDT&E funding calls. Instead, OSC employs financing tools, federal loan guarantees, insurance vehicles, co-investment programs, and targeted capital mechanisms to expand the manufacturing base for strategic dual-use technologies. OSC is intended to help scale companies that are mission-critical to national security but may struggle to secure private financing due to long development cycles, low-margin industrial markets, export regulations, or manufacturing infrastructure costs.

OSC targets technology sectors where industrial base fragility, commercial underinvestment, or strategic supply-chain risk pose a threat to military readiness or long-term technological sovereignty. Priority areas include secure microelectronics, chip manufacturing, advanced packaging, trusted semiconductor supply, quantum systems and materials, hypersonics components, advanced energy storage, rare-earth processing, additive and precision manufacturing, photonics, secure communications, and dual-use manufacturing facilities. Rather than funding laboratory research, OSC strengthens industrial capacity, accelerates production capability, and ensures that domestic manufacturers can meet defense demand while remaining commercially viable.

Eligibility includes for-profit corporations of all sizes, particularly dual-use companies that already have product-market fit, manufacturing roadmaps, or near-term commercialization opportunity. Applicants must demonstrate sound financial documentation, industrial-base justification, risk profile clarity, workforce planning, manufacturing scalability, commercial demand, and long-term sustainability. Proposals must be grounded in industrial and economic rationale—not just technical merit.

OSC applicants may request loan guarantees or financing structures that reduce risk for commercial lenders or institutional investors. These vehicles are especially valuable for capital-intensive industrial facilities, re-shoring of strategic manufacturing, wafer-level microelectronics processes, secure packaging capacity, quantum foundries, mission-relevant materials refinement, or large-scale modernization of industrial equipment. OSC initiatives interface closely with DoD industrial base modernization programs, DIU, DPA Title III authorities, and national supply chain initiatives, creating a coordinated pathway for scaling dual-use technology companies into resilient domestic suppliers.
