Dr. Donovan - DOD Grant Writer and Regulatory Specialist
Dr. Donovan brings more than three decades of experience in biomedical research, Department of Defense grant development, human subjects protection, and federal regulatory oversight. His career uniquely bridges academia, military medical research, and federal compliance review — providing deep insight into how DoD proposals are structured, evaluated, and funded.
Dr. Donovan has served as a principal investigator, co-investigator, and senior contributor on numerous Department of Defense proposals, including Air Force, Army, and Congressionally Directed Medical Research Program (CDMRP) submissions. He has supported SBIR/STTR Phase I and Phase II projects, multi-site military medical collaborations, and operational performance initiatives related to fatigue science, cardiovascular regulation, biomonitoring, and battlefield readiness.
Beyond proposal writing, Dr. Donovan has operated inside the DoD research review ecosystem. As a Human Subjects Protection Scientist and Scientific Review Coordinator for the U.S. Army Department of Clinical Investigation at Brooke Army Medical Center, he vetted the scientific merit of Army and Air Force human research studies prior to IRB submission. He evaluated compliance with federal regulations, Good Clinical Practice standards, and military policy requirements — ensuring that proposals met both scientific and regulatory expectations before advancing.
He also served as a Quality Assurance Specialist for pre-clinical animal research protocols at the U.S. Army Institute of Surgical Research, providing lifecycle oversight of research amendments, safety reports, deviations, and final study documentation. This experience gives Dr. Donovan a rare reviewer-level perspective on how DoD proposals are scrutinized at multiple levels.
As a former Associate Professor and laboratory director, Dr. Donovan led federally funded research programs in human performance, physiological resilience, fatigue monitoring, cardiovascular regulation, and operational readiness. He has authored and co-authored dozens of peer-reviewed publications and contributed to projects involving millions of dollars in federal research funding.
