NSF Grant Writer and Former Director Dr. Singh - PhD in Computer Science
Dr. Singh is a distinguished leader in computing, research, and technology policy with more than three decades of experience spanning academia, government, and industry. He has secured more than $15 million in competitive research funding from the National Science Foundation (NSF), DARPA, AFOSR, ARO, and industry. His expertise spans distributed and embedded systems, cyber-physical systems, network protocols, AI, digital innovation, and large-scale multidisciplinary research.
Dr. Singh brings a unique and highly informed perspective to proposal development, having served both as a highly successful principal investigator and as a former Division Director for Computer and Network Systems at NSF, where he oversaw a portfolio exceeding $240 million. At NSF, he evaluated and managed complex research programs and large-scale proposals. His responsibilities included assessing proposal competitiveness, managing and negotiating budgets, ensuring policy compliance, developing and revising program solicitations, identifying emerging research areas, and fostering partnerships across government, academia, and industry. This experience has given him an in-depth understanding of how competitive proposals are evaluated and what distinguishes compelling research proposals.
A central focus of Dr. Singh’s professional leadership has been mentoring faculty and helping them develop strong, sustainable research programs. He established a tenure-track faculty group dedicated to research program development and proposal writing and provided intensive mentoring to faculty pursuing NSF CAREER and Young Investigator awards.
Dr. Singh can provide expert guidance in proposal development, writing, editing, and coaching. He works with faculty and research teams at all stages of the proposal process—from refining an initial research idea and identifying the right funding opportunity to developing a compelling narrative, strengthening intellectual merit and broader impacts, refining budgets and project plans, and providing detailed feedback on proposal drafts. Dr. Singh can help develop compelling proposals that include:
- Single-investigator research
- Multi-investigator, large center-scale and multidisciplinary proposals
- Education and workforce-development proposals
- Infrastructure development and acquisition applications
- Academic-government-industry collaborative initiatives and SBIR/STTR proposals
Dr. Singh provides coaching, editing and writing support in the following areas:
- Computer networks and systems
- Cyber-Security
- Artificial Intelligence
- Resilience
- Smart cities and smart infrastructure
- Autonomous Systems
- Sensor and real-time embedded systems
- Multidisciplinary proposals across engineering, computer science, public policy, law, management, architecture, and the social sciences.
