Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) – Broad Agency Announcement
The Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) issues Broad Agency Announcements to accelerate fieldable technologies that protect U.S. forces and civilian populations from CBRN threats. As the Department of Defense’s centralized acquisition, integration, and rapid-deployment office for counter-WMD capabilities, JPEO oversees end-to-end development of systems that detect, prevent, characterize, and respond to CBRN incidents domestically and in deployed environments. The JPEO BAA supports innovative research spanning distributed sensing, diagnostics, advanced detection systems, point-of-care analytics, biosurveillance, decontamination technologies, resilient protective materials, environmental monitoring, digital threat modeling, medical countermeasures, and automation for rapid situational awareness.
Unlike foundational research BAAs, JPEO programs emphasize transition-ready systems, scalable prototypes, and fieldable countermeasure platforms, often requiring careful alignment with acquisition pathways and mission-readiness criteria. Technical priorities may include host-based biosurveillance, aerosolized threat detection, chemical sensor fusion, real-time contamination mapping, autonomous sampling, high-throughput diagnostics, next-generation PPE, secure data architectures, threat-exposure analytics, rapid vaccine platforms, biologics stabilization, medical logistics, and deployed-force decision-support tools. Many projects involve multi-site testing, clinical evaluation, field demonstration, systems integration, and regulatory or validation frameworks necessary for operational deployment.
Eligibility is broad. Universities, national laboratories, FFRDCs, nonprofit scientific groups, large industry, and for-profit corporations—including small businesses and dual-use technology startups—are all eligible to apply. Because JPEO emphasizes rapid acquisition, companies with manufacturing capabilities, commercialization pathways, digital integration strength, or prototype test facilities can be especially competitive. International participation may be limited due to CBRN security requirements.
Submissions generally begin with concept white papers, followed by feedback from government technical personnel. If the concept aligns with mission priorities, JPEO invites a full proposal, often including engineering plans, milestone schedules, transition frameworks, data integrity plans, and prototype validation strategies. Evaluation criteria focus on mission relevance, feasibility, innovation, operational survivability, CBRN threat reduction, and long-term fieldability.
