Medical CBRN Defense Consortium (MCDC): Accelerating Advanced Medical Countermeasures for National and Military Readiness

The Medical CBRN Defense Consortium (MCDC) is an Other Transaction Authority (OTA) consortium supporting rapid development, prototyping, and transition of advanced medical countermeasures for chemical, biological, radiological, and nuclear (CBRN) threats. Managed by Advanced Technology International (ATI) on behalf of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), MCDC provides a streamlined acquisition channel for diagnostics, vaccines, therapeutics, biosurveillance tools, biological detection systems, modeling platforms, field-ready medical technologies, and large-scale biodefense infrastructure integration. The OTA structure significantly reduces acquisition delays, enabling innovators to advance solutions quickly from laboratory environments to operational deployment.

MCDC priorities include force health protection, medical readiness, disease mitigation, post-exposure treatment, threat characterization, early detection, and syndromic surveillance, especially for diverse threat vectors ranging from engineered biological agents to emergent zoonotic disease. Solicitations may target deployable diagnostic platforms, point-of-care testing solutions, rapid vaccine manufacturing, antibody-based therapeutics, next-generation antimicrobials, synthetic biology applications, or digital biosurveillance architectures that improve situational awareness, real-time environmental monitoring, and risk prediction.

This consortium supports multidisciplinary collaboration across biodefense, virology, immunology, epidemiology, clinical development, bioengineering, AI-driven biosurveillance, manufacturing science, and regulatory science. Projects may include laboratory feasibility, large-animal studies, prototype development, GMP manufacturing, advanced analytics, modeling and simulation, or regulatory coordination supporting FDA pathways. Many awards focus on ruggedized solutions intended for battlefield triage, mass-casualty response, public health surge capacity, forward-operating medical care, and distributed biodefense environments.

Proposal evaluations emphasize technical maturity, demonstration feasibility, military and national relevance, dual-use potential, manufacturability, quality systems, regulatory alignment, and operational field performance. White paper submissions are typically short and highly technical, reducing initial administrative burden and allowing rapid prioritization of competitive performers. Successful prototypes may advance into iterative demonstrations, user evaluations, technology refinement, and eventual procurement through government program offices.

Because the MCDC OTA model is structured for rapid-response biodefense, the consortium enables academic teams, clinical innovators, SBIR performers, biotech startups, diagnostics developers, AI/ML biosurveillance firms, and large pharmaceutical manufacturers to accelerate ideas into deployment-ready platforms. MCDC has played a material role in large-scale pandemic response, emerging infectious disease preparedness, military biosurveillance modernization, and the advancement of biodefense manufacturing strategy.
