Minerva Research Initiative: Advancing Social Science Insight for National and International Security

The Minerva Research Initiative is the Department of Defense’s flagship basic research program for the social sciences, designed to deepen understanding of the social, cultural, political, economic, informational, and technological forces shaping global security outcomes. Rather than focusing on weapons systems or biomedical research, Minerva advances rigorous, multidisciplinary academic inquiry into how societies behave, how information moves, how conflict emerges, how populations adapt, and how governance systems influence domestic and international stability. The goal is not tactical technology—it is strategic insight, grounded in strong empirical research and social-science methodology.

Minerva supports a wide range of topic areas, including strategic competition, geopolitical alignment, cross-cultural influence, political behavior, extremist networks, state resilience and fragility, conflict dynamics, regional security, climate and resource stress, emerging technologies and society, cognitive security, mass-mobilization behavior, information ecosystems, authoritarian governance, and decision-making under uncertainty. Projects frequently require mixed methods, large-scale computational modeling, policy analysis, qualitative fieldwork, archival research, experimental behavioral data, public-opinion modeling, and partnerships with DoD subject-matter experts.

Eligibility is broad, including U.S. and international universities, nonprofit research institutes, academic consortia, and—in cases where methodological or analytical value is clear—qualified for-profit entities. Many proposals involve multi-institutional collaborations, interdisciplinary research centers, or partnerships that integrate anthropology, political science, sociology, psychology, economics, data science, public health, regional studies, human geography, and cyber/social analytics. Awardees may access DoD coordination, data-sharing arrangements, and opportunities to present results to defense policymakers, strategic assessment offices, and interagency working groups.

Awards range from $150,000 exploratory projects to multi-year, multi-million-dollar initiatives, making Minerva one of the most significant federal funding channels for long-term social science research relevant to national security. Successful proposals must demonstrate strong theoretical grounding, methodological rigor, data management plans, policy relevance, and clear pathways for translating research into strategic insight or operational understanding. Minerva emphasizes conceptual originality, empirical depth, and the potential for findings to shape policy, force planning, humanitarian coordination, conflict mitigation, cognitive-security strategy, or socio-technological resilience.

Minerva research provides the DoD with evidence-based frameworks for anticipating geopolitical risk, understanding social systems, modeling conflict probability, characterizing information manipulation, interpreting emerging technology impacts, and strengthening strategic decision-making under complex conditions.
