Missile Defense Agency (MDA) – Sub-Portfolio Broad Agency Announcements

The Missile Defense Agency (MDA) periodically issues sub-portfolio Broad Agency Announcements (BAAs) that extend beyond its core advanced research solicitation. These BAAs focus on specific mission domains such as discrimination sensing, hypersonic defense, threat modeling, interceptor component technologies, next-generation kill vehicles, space-based tracking, secure missile-defense networking, and advanced ground and flight test infrastructure. Unlike the overarching MDA Research BAA, sub-portfolio BAAs are narrower in scope and are designed to accelerate targeted advances that directly support layered missile defense architectures.

Research topics may include multi-band radar discrimination algorithms, quantum-enhanced sensing, next-generation IR focal plane arrays, resilient flight-test instrumentation, advanced materials for lightweight interceptor structures, propulsion subsystem innovations, hypersonic hardening materials, atmospheric modeling, AI-assisted target classification, and dynamic cyber resilience for missile-defense networks. Many BAAs also support high-fidelity modeling and simulation environments, improvements to system testbeds, autonomous sensor coordination frameworks, countermeasure characterization, and integration concepts for multi-node command-and-control networks.

Eligibility is broad, enabling participation from universities, federally funded research centers, national laboratories, nonprofit research organizations, startups, and large defense contractors. Small businesses and early-stage technology firms with niche AI/ML, sensing, energetics, materials, or modeling capabilities are often highly competitive. However, due to export-control and classification concerns, certain topics restrict foreign participation and may require specialized facility or personnel clearances.

Sub-portfolio BAAs frequently employ multi-phase submissions, beginning with abstracts or short technical statements, followed by invited white papers or full proposals. Early dialogue with MDA program managers is often advantageous, enabling proposers to refine mission relevance, technical feasibility, transition pathways, and alignment with evolving sensor or interceptor architectures. Evaluation criteria center on scientific merit, novelty, transition potential, and the ability to contribute meaningfully to the missile defense enterprise.
