National Geospatial-Intelligence Agency (NGA) Academic Research Program (NARP) – Broad Agency Announcement
The National Geospatial-Intelligence Agency (NGA) Academic Research Program (NARP) Broad Agency Announcement is a premier mechanism supporting foundational, unclassified university research in geospatial science, remote sensing, data analytics, and emerging technologies relevant to geospatial intelligence (GEOINT). NGA’s mission spans global mapping, imagery exploitation, sensor fusion, situational awareness, and decision-support for U.S. military, intelligence, and humanitarian operations. The NARP BAA invites high-impact scientific proposals that can transform how GEOINT is collected, interpreted, validated, and operationalized.
Research areas may include advanced image science, 3D/4D sensing, photogrammetry, multi-sensor fusion, automated scene understanding, real-time mapping, LiDAR/Terrestrial data analytics, environmental monitoring, geospatial foundation data generation, SAR processing, and automated feature extraction. NGA is also heavily focused on the next generation of GEOINT science, including machine-learning for object detection, semantic segmentation, urban-pattern analytics, signature identification, multimodal sensor fusion, geospatial time-series modeling, cloud-edge analytics, and resilient global surveillance architectures.
The NARP BAA is unique in that it emphasizes basic research conducted in an open academic environment, which allows universities to publish results and advance scientific knowledge without classified handling requirements. Successful proposals demonstrate strong scientific framing, rigorous methodologies, and the potential to influence future mission concepts in defense, homeland security, environmental monitoring, humanitarian assistance, infrastructure protection, and crisis-response analytics.
Eligibility is broad and includes universities, academic research centers, nonprofit scientific institutions, and federally funded research laboratories. While the NARP program is academically centered, dual-use commercial innovators may participate through university partnerships if the research remains unclassified. International scholars may face restrictions depending on topic sensitivity, export controls, and data provenance.
Submissions typically begin with white papers, followed by full proposals upon invitation. Evaluation criteria emphasize scientific merit, novelty, computational rigor, geospatial relevance, multi-sensor integration potential, and the experience of the investigative team. Proposals that demonstrate a credible pathway to transformational GEOINT science—rather than incremental improvement—are strongly favored.
