National Reconnaissance Office (NRO) – Open Broad Agency Announcements
The National Reconnaissance Office (NRO) periodically releases unclassified Broad Agency Announcements (BAAs) to advance foundational science that may support future reconnaissance and intelligence capabilities. Although the majority of NRO’s mission, systems, and technical platforms are classified, open BAAs provide a unique opportunity for researchers and innovators to contribute disruptive science to the intelligence community without requiring classified access at the proposal stage. These BAAs focus primarily on early-stage, high-risk, and high-impact ideas that expand the technological frontier in overhead and remote sensing, data exploitation, space systems, and advanced intelligence analytics.
Open NRO BAAs target research in areas such as remote sensing physics, advanced optical systems, satellite-borne materials, RF intelligence, signals exploitation, hyperspectral sensing, novel sensor architectures, on-orbit computation, quantum-enhanced detection, low-light imaging, autonomous processing, and high-performance computational pipelines. The goal is to develop concepts that improve global situational awareness, detection sensitivity, target discrimination, mission planning, and secure space-to-ground communications for future national security missions. Many BAAs emphasize modular technologies, multi-sensor fusion, low-SWaP (size, weight, and power) hardware, resilient space operations, and next-generation analytical pipelines capable of operating autonomously at the tactical edge.
Eligibility is broad and includes universities, nonprofit research institutions, federally funded research and development centers (FFRDCs), small and large for-profit corporations, and independent research laboratories. Early-stage startups with dual-use sensing, AI exploitation, or advanced materials capabilities can be highly competitive. Certain restrictions on foreign participation may apply due to export controls and national security requirements.
Submissions follow a two-phase process: an initial concept white paper that allows early dialogue with program managers, followed by an invited full proposal for concepts deemed technically compelling and mission-aligned. Evaluation criteria emphasize scientific merit, originality, feasibility, transition potential, national-security relevance, and the proposing team’s technical capability. Importantly, proposals do not require classified content, but applicants should articulate how the scientific outcomes could eventually support intelligence-community systems or analytical workflows under classified environments.
