Naval Air Systems Command (NAVAIR) – Broad Agency Announcement
The Naval Air Systems Command (NAVAIR) BAA supports research, engineering, and technology development that advance the Navy and Marine Corps aviation enterprise. NAVAIR is responsible for the full lifecycle of naval aircraft systems, including fixed-wing aircraft, rotary-wing platforms, unmanned aerial systems (UAS), avionics, propulsion, aircraft sustainment, weapons integration, cybersecurity, electronic warfare, flight-safety systems, and mission-critical digital infrastructures. Its BAA invites investigators to propose innovative technologies that improve aviation capability, readiness, affordability, survivability, and modernization across naval operations.
Research areas of interest span materials science for air vehicles, autonomous flight systems, advanced avionics, digital engineering for lifecycle management, radar and sensor fusion, resilient C4ISR, training and simulation technologies, propulsion efficiency, flight-test environments, aircraft sustainment analytics, corrosion mitigation, human-machine teaming, and electromagnetic spectrum operations. NAVAIR increasingly emphasizes digital transformation, including model-based systems engineering (MBSE), predictive maintenance algorithms, enterprise data integration, and automated mission planning. Proposals that demonstrate military relevance, dual-use potential, and long-term transition pathways are highly competitive.
Unlike basic research BAAs that focus on theory and foundational science, the NAVAIR BAA supports both early-stage research and applied engineering with strong emphasis on testability, technology insertion, and future acquisition potential. White papers are often required before a full proposal, enabling direct communication with NAVAIR program managers. Technology maturity, transition feasibility, and alignment with fleet modernization priorities play a central role in proposal evaluation.
Eligibility is intentionally broad: universities, Department of Defense laboratories, nonprofit R&D institutions, small businesses, and large for-profit corporations are all able to apply. Startups with dual-use aerospace, autonomy, sensing, maintenance analytics, AI/ML flight-optimization, or aircraft safety innovations often find strong alignment with NAVAIR priorities. Foreign participation may require restrictions or special approval depending on classification, export controls, ITAR, or national-security considerations.
Award structures range from grants to cooperative agreements and contracts, depending on maturity, mission relevance, and acquisition needs. Reviewers evaluate technical merit, system-level relevance, feasibility, testability, innovation, and the proposing team’s capability to support naval aviation systems at scale.
