Naval Air Warfare Center Weapons Division (NAWCWD) – Broad Agency Announcement

The Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake issues Broad Agency Announcements supporting multidisciplinary research in weapons systems, energetics, navigation, guidance, fuzing, autonomy, test instrumentation, airborne platform integration, and advanced warfighter technologies. NAWCWD is the Navy’s primary RDT&E center for air-launched weapons, including precision-strike systems, energetics, seeker technologies, platform integration, and modeling environments that inform future fleet lethality.

Research supported under NAWCWD BAAs spans munitions energetics, warhead optimization, materials science for high-temperature propulsion, advanced fuzing concepts, sensor fusion, real-time guidance algorithms, counter-UAS systems, autonomous swarming effects, adaptive targeting frameworks, and next-generation digital engineering environments. NAWCWD also prioritizes LVC (live-virtual-constructive) test systems, flight test instrumentation, C2 architectures for networked weapons, high-fidelity simulations for performance prediction, developmental energetics, cyber testing for mission systems, and improved safety or handling characteristics for advanced munitions.

Technologies with strong transition potential—especially those that support airborne lethality, survivability, time-sensitive targeting, weapon-platform interoperability, or digital twins for weapons modeling—are highly relevant. NAWCWD frequently funds applied science, materials research, advanced software, and component-level innovation, making it a competitive destination for both research laboratories and commercial dual-use innovators.

Eligibility is broad and includes universities, nonprofit research centers, federally funded labs, large defense contractors, and for-profit companies of all sizes. Startups with relevant energetics, AI-enabled fuzing, counter-UAS, propulsion design, sensing, simulation, or electronic warfare capabilities can be strong performers. Foreign participation may be restricted because of ITAR-sensitive payloads and classified test environments.

The NAWCWD BAA typically uses a staged process: concept abstract → program-officer interaction → invited full proposal, although some solicitations allow direct full-proposal submission. Awards may be structured as grants, cooperative agreements, OTAs, or R&D contracts, depending on maturity and acquisition alignment. Evaluation criteria emphasize technical feasibility, lethality relevance, uniqueness, manufacturability, safety, test-integration potential, and mission impact.

NAWCWD’s programs are deeply connected to the Navy’s overall weapons enterprise and often coordinate with Naval Air Systems Command (NAVAIR), other warfare centers, and platform PMAs for transition and integration.
