Naval Information Warfare Center (NIWC) – Broad Agency Announcement (BAA)

The Naval Information Warfare Center (NIWC) Broad Agency Announcement is one of the Navy’s primary research mechanisms for developing next-generation information warfare and digital-dominance capabilities. NIWC supports the Navy and Marine Corps with advanced technical solutions in cybersecurity, secure networking, artificial intelligence, maritime domain awareness, ISR data analytics, autonomy, electronic warfare (EW), and command-and-control system integration. Because NIWC is responsible for the Navy’s digital backbone and information dominance architecture, its research priorities span tactical cloud engineering, resilient communications, multi-sensor fusion, AI-enabled decision support, multi-domain cyber defense, and enterprise-scale networking for contested environments.

NIWC carries out this mission through two major units—NIWC Atlantic (Charleston) and NIWC Pacific (San Diego)—each overseeing extensive domain portfolios, test infrastructure, and fleet-support operations. The NIWC BAA seeks scientific solutions that elevate situational awareness, mission coordination, autonomous sensing, unmanned maritime operations, and secure digital architectures. Unlike traditional acquisition programs that solicit mature commercial tools, NIWC BAAs emphasize early-stage research, algorithmic innovation, prototype development, and rapid technology transition tailored to fleet operational requirements.

Eligibility is broad and inclusive. Academic research institutions, nonprofit laboratories, federally funded research centers, large defense contractors, and for-profit small businesses and startups may all submit proposals. Dual-use innovators—particularly in cybersecurity, distributed networking, AI/ML, signal processing, maritime sensing, or cloud-edge integration—are often highly competitive. International collaborators may be included when allowed, although foreign participation is subject to security restrictions.

NIWC BAAs generally follow a two-step submission process, beginning with white papers that outline the concept and expected operational benefit. Program managers provide guidance and technical feedback, and only the most promising ideas advance to invited full proposals. Evaluation criteria emphasize scientific merit, innovation, naval relevance, transition feasibility, technical readiness, and the proposing team’s execution capability. Successful proposals clearly articulate how a research breakthrough can evolve into a deployable or fleet-support capability.
