Naval Information Warfare Systems Command (NAVWAR) – Broad Agency Announcement

The Naval Information Warfare Systems Command (NAVWAR) BAA funds research and engineering that strengthens the Navy’s information-dominance capabilities across cyber operations, secure networking, electronic warfare, artificial intelligence, autonomous decision systems, ISR data fusion, command-and-control (C2), and resilient maritime communications. NAVWAR designs, acquires, modernizes, and sustains the Navy’s digital and electromagnetic architecture, making its BAA a primary pathway for innovative technologies serving distributed maritime operations, contested-spectrum environments, and joint-force integration.

NAVWAR research priorities span zero-trust cybersecurity, cyber-resilient command systems, multi-domain C2, cloud-native mission environments, software-defined networking, cyber-physical defense of shipboard and expeditionary platforms, ISR analytics, cognitive EW, advanced spectrum allocation, and automated mission support systems. Increasing emphasis is placed on AI/ML pipelines, autonomous sensor coordination, cyber deception, secure DevSecOps, resilient digital twins, Naval operational analytics, and electromagnetic maneuver warfare. Innovations that strengthen tactical edge computing, cyber situational awareness, and joint-spectrum dominance are especially attractive.

Unlike purely basic research BAAs, NAVWAR efforts typically emphasize transition-ready architectures, fieldable prototypes, secure integration, and mission-critical sustainment. Many efforts involve modernization of legacy systems, edge-to-cloud interoperability, shipboard cyber security, fleet communications hardening, or digital command centers. Proposals that articulate real-world performance, fleet integration pathways, and cyber compliance constraints have strong competitive advantage.

Eligibility for NAVWAR BAAs is wide and includes universities, nonprofit research institutions, federally funded R&D centers (FFRDCs), large defense contractors, and for-profit companies of all sizes—including early-stage startups commercializing dual-use cyber or AI tools. Foreign participation may be limited depending on export controls and topic sensitivity. NAVWAR generally uses a staged process: white paper submission, technical feedback, and invitation to submit a full proposal. Awards may be structured as grants, cooperative agreements, Other Transaction Authority (OTA), or R&D contracts depending on maturity and mission alignment.

Evaluation criteria focus on innovation, cyber resilience, scalability, digital integration challenges, technical feasibility, Navy mission relevance, and transition potential into operational systems. Teams capable of working across cybersecurity, sensing, data science, EW, and systems-of-systems engineering are particularly well positioned.
