Naval Postgraduate School (NPS) BAA

The Naval Postgraduate School (NPS) BAA supports academic research that advances the operational capabilities of the U.S. Navy, Marine Corps, and joint military forces. As the DoD’s graduate-level research university, NPS integrates rigorous science and engineering with real-world defense applications, making its BAA a valuable opportunity for investigators working in modeling and simulation, maritime and undersea systems, data analytics, oceanography, cyber operations, space systems, unmanned systems, human performance, defense energy, artificial intelligence, and logistics optimization. NPS research is deeply informed by the needs of active-duty officers and operational fleet stakeholders, ensuring that funded projects remain tightly aligned with current and emerging mission priorities.

Unlike purely basic research programs, the NPS BAA emphasizes applied R&D, prototype development, analytical modeling, and operational experimentation. Many solicitations seek solutions that improve real-time decision support, enhance maritime situational awareness, optimize unmanned system coordination, accelerate munitions and fleet readiness, improve cyber resilience, or advance energy efficiency for deployed forces. NPS researchers often collaborate directly with fleet units, test ranges, cyber mission teams, and maritime operations centers, creating a unique environment where scientific insight translates rapidly into operational benefit.

Eligibility for NPS funding is broad and inclusive. Universities, nonprofit research institutions, federally funded R&D centers, large industry partners, small businesses, and private R&D laboratories are all eligible to apply. Dual-use commercial innovators—especially in autonomy, analytics, cyber, maritime technology, or digital engineering—are often highly competitive. Foreign entities may participate when security rules permit. The submission process typically begins with a white paper describing the concept, methodology, deliverables, and anticipated Naval impact, followed by an invitation to submit a full proposal.

Evaluation criteria emphasize scientific merit, operational relevance, technical feasibility, prototype transition potential, and the proposing team’s capability to execute the work. Projects that articulate both strong analytical foundations and realistic pathways to fleet deployment are especially compelling.
