Naval Research Laboratory (NRL) – Broad Agency Announcement (BAA)

The Naval Research Laboratory (NRL) Broad Agency Announcement is one of the most important DoD research mechanisms for advancing foundational and applied naval science. As the corporate research laboratory for the U.S. Navy and Marine Corps, NRL conducts cutting-edge R&D that strengthens maritime dominance, enhances national security, and expands the scientific knowledge base underpinning future naval capabilities. NRL’s research spans materials and coatings, quantum and plasma physics, ocean and atmospheric science, space systems, microelectronics, photonics, optics, machine intelligence, autonomy, communications, cybersecurity, and advanced sensing. NRL maintains a deep bench of world-class scientists and engineering teams capable of performing highly innovative research with both basic-science value and operational relevance.

Unlike strictly acquisition-focused Navy solicitations, the NRL BAA supports early-stage discovery, hypothesis-driven science, prototype development, analytical modeling, and technology maturation. Investigators are encouraged to propose novel approaches that can transform naval operations in the future—whether by improving ship survivability, enhancing space-situational awareness, enabling resilient communications, advancing ocean forecasting, developing microelectronic architectures, or accelerating autonomous mission planning.

Eligibility is broad and includes universities, nonprofit institutions, federally funded R&D centers, private laboratories, small businesses, and large for-profit corporations. Early-stage technology companies are fully eligible and increasingly competitive, particularly in AI/ML, cyber defense, ISR analytics, autonomy, space sensing, and quantum engineering. Foreign participation may be restricted depending on security, export control, or classification considerations.

The NRL BAA typically uses a two-stage process. Investigators may first submit a concept paper or white paper describing the scientific approach, anticipated impact, and alignment with naval research objectives. If encouraged, a full proposal may then be submitted with detailed technical, management, schedule, and budget plans. Concept papers significantly increase the likelihood of alignment with program priorities and reduce unnecessary full-proposal preparation.

Evaluation criteria emphasize scientific merit, technical rigor, innovation, feasibility, naval mission relevance, and the proposing team’s qualifications. Projects that demonstrate a strong analytical basis, compelling transition pathways, and potential for disruptive capability are especially persuasive.
