Naval Sea Systems Command (NAVSEA) – Broad Agency Announcement
The Naval Sea Systems Command (NAVSEA) Broad Agency Announcement funds cutting-edge research and engineering that strengthens the capabilities, resilience, and survivability of the U.S. Navy’s surface ships and submarines. As the Navy’s largest systems command, NAVSEA is responsible for ship design, construction, acquisition, modernization, and sustainment across the full lifecycle of naval platforms. Its BAA solicits innovations that enhance ship systems performance, reduce lifecycle cost, improve mission readiness, and support next-generation maritime dominance.
NAVSEA research priorities include undersea warfare, ship survivability, advanced materials, energetics, coatings and corrosion prevention, structural integrity, signature management, hydrodynamics modeling, precision weapons integration, shipboard sensors, electric power systems, cybersecurity for maritime platforms, propulsion efficiency, autonomous vessel capabilities, and high-reliability manufacturing. Increasingly, NAVSEA also seeks innovations that integrate digital engineering, AI-assisted maintenance, predictive fleet analytics, additive manufacturing, unmanned undersea systems, and cyber-physical defense of shipboard control systems.
Unlike purely basic research BAAs, NAVSEA programs often emphasize technology transition, fleet-readiness impacts, and integration with existing maritime platforms or shipyard processes. Demonstration potential, field testing, and lifecycle engineering are advantageous. Many efforts involve collaborations with warfare centers, shipyards, or fleet modernization programs, and proposals that address real-world performance, safety, and maintainability are particularly attractive.
Eligibility for NAVSEA BAAs is broad: universities, federally funded research centers, nonprofit institutions, large defense contractors, small businesses, maritime R&D firms, and for-profit technology companies are all eligible. Dual-use innovators with technologies in materials science, energetics, corrosion mitigation, propulsion, cyber-secure embedded systems, or autonomous ship operations can be highly competitive. Foreign participation may be limited due to classification and ITAR requirements.
Proposal submissions typically follow a staged process: concept or white paper, technical interaction with NAVSEA program officers, and then invitation to submit a full proposal. Awards may take the form of grants, cooperative agreements, or R&D contracts depending on maturity and mission alignment. Evaluation criteria emphasize scientific merit, naval mission relevance, risk mitigation, engineering feasibility, transition potential, and benefit to long-term fleet sustainment.
