Naval Surface Warfare Center Carderock Division (NSWCCD) – Broad Agency Announcement

The Naval Surface Warfare Center Carderock Division (NSWCCD) BAA supports foundational and applied research that advances naval architecture, ship design, hydrodynamics, structural performance, corrosion mitigation, materials science, undersea vehicle design, energy systems, environmental engineering, and maritime survivability. As the Navy’s principal scientific center for maritime platform R&D, Carderock leads innovation in hull design, ship acoustics, damage tolerance, propulsion efficiency, environmental stewardship, and at-sea operational performance. The NSWCCD BAA seeks technologies that meaningfully enhance fleet reliability, reduce lifecycle maintenance costs, accelerate prototyping, and improve overall platform resilience in contested maritime environments.

Carderock’s research priorities span a wide range of naval systems, including advanced hull forms, computational hydrodynamics, composite materials, propulsor engineering, quieting technology, power systems, corrosion control, ship energy management, and extreme-environment survivability. Related research may involve testing, modeling, and simulation for ship-scale hydrodynamic phenomena, structural fatigue under dynamic loading, additive manufacturing for ship components, hybrid-power architectures, electrochemical protection systems, underwater noise measurement, ice-class design, biofouling prevention, and advanced environmental monitoring technologies for naval operations.

Eligibility under the NSWCCD BAA is broad and includes universities, nonprofit research centers, federally funded research and development centers, large industrial partners, shipbuilding primes, and small for-profit companies. Startups with dual-use technologies in advanced materials, underwater sensing, computational modeling, corrosion mitigation, digital shipbuilding, or energy resilience may also be highly competitive. Foreign participation may be restricted depending on topic sensitivity and export-control requirements.

Proposal submission often begins with a white paper, enabling early communication with NSWCCD technical representatives before full proposal development. Full proposals undergo evaluation based on scientific merit, technical feasibility, maritime operational relevance, transition potential, and research team capability.
