Naval Surface Warfare Center Dahlgren Division (NSWCDD) – Broad Agency Announcement

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) Broad Agency Announcement supports scientific and engineering research that advances the Navy’s capabilities in directed energy systems, electromagnetic warfare, missile systems, integrated surface combat systems, ballistic modeling, autonomous systems, advanced weapon lethality, and combat system analytics. NSWCDD is one of the Navy’s most technologically sophisticated warfare centers, developing innovations capable of strengthening fleet defense, precision engagement, sensor fusion, and maritime fire-control architectures.

NSWCDD conducts research across multiple areas, including high-energy lasers, railgun technologies, RF-spectrum dominance, autonomous kill chains, shipboard weapon integration, joint fires coordination, threat modeling, mission simulation, and real-time data-driven decision support. The Dahlgren environment places strong emphasis on integrated ship combat systems, ensuring that novel algorithms, sensor modalities, weapons concepts, and tactical software can interface with current and future fleet architectures.

Applicable research may include directed-energy source modeling, safety envelopes, thermal management systems, atmospheric propagation models, advanced optics, electromagnetic compatibility, electronic warfare threat detection, autonomous guidance algorithms, high-fidelity test environments, multi-platform weapons integration, digital twin modeling, and resilient C4ISR coordination tools. NSWCDD also explores innovative software architectures for combat system analytics, sensor-to-weapon pairing, real-time target discrimination, and predictive battle-management functionality.

Eligibility under the NSWCDD BAA is extensive and includes universities, nonprofit research organizations, federally funded R&D centers, defense industrial primes, and small for-profit corporations. Startups with dual-use capabilities in autonomy, advanced sensing, fire-control analytics, mission simulation, materials, or electromagnetic effects may be particularly competitive. Foreign participation is limited due to security and export-control requirements.

NSWCDD BAAs typically begin with a technical white paper, allowing investigators to engage early with Dahlgren program officers and receive alignment feedback. Invited full proposals undergo evaluation based on technical merit, system feasibility, naval operational relevance, transition potential, research team capability, and path toward future integration into fleet combat systems.
