Naval Undersea Warfare Center (NUWC) – Broad Agency Announcement
Naval Undersea Warfare Center (NUWC) – Broad Agency Announcement
The Naval Undersea Warfare Center (NUWC) Broad Agency Announcement supports scientific and engineering research that strengthens U.S. Navy dominance in the undersea domain. NUWC conducts foundational and applied R&D in submarine systems, advanced undersea weapons, acoustic signal processing, mine countermeasures, ocean engineering, torpedoes, undersea communications, underwater navigation, and autonomous underwater vehicles (AUVs). As one of the Navy’s primary technical organizations for undersea warfare, NUWC oversees the development of technologies essential to fleet survivability, stealth, threat detection, mission planning, and next-generation situational awareness.
NUWC BAAs encourage proposals in resilient underwater communications, materials for extreme pressure environments, undersea network architectures, advanced sonar algorithms, acoustic stealth and counter-stealth, bio-inspired propulsion, distributed maritime sensing, long-duration ocean energy systems, GPS-denied navigation, and multi-vehicle collaboration frameworks. Investigators may explore machine-learning-driven sonar classification, human-autonomy teaming for AUV swarms, advanced hydroacoustic modeling, undersea spectrum exploitation, long-range acoustic messaging, seabed sensing arrays, and high-endurance energy storage solutions tailored to the maritime domain.
NUWC’s research portfolio spans basic exploratory science through advanced technology development, enabling participation from universities, small maritime tech companies, and major defense integrators. Proposals that identify a credible path to transition, mission relevance, and integration into operational undersea systems are highly competitive.
Eligibility is broad and includes academic researchers, nonprofits, federally funded R&D centers, defense contractors, small businesses, and dual-use maritime robotics startups. Foreign participation is typically restricted due to the sensitivity of naval undersea operations, export controls, and classified transition pathways.
NUWC BAAs typically accept technical white papers year-round, with invitations for full proposals issued after alignment review. Evaluation focuses on scientific merit, naval operational benefit, feasibility, novelty, transition potential, and the proposer’s capability to execute. NUWC program managers are known to be highly technical and may engage directly with teams during concept shaping.
