Naval Air Warfare Center Weapons Division – Point Mugu Range Complex (BAA)
The Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu Range Complex supports airborne electronic warfare, mission-systems development, radar testing, telemetry modernization, advanced airborne sensing, and unmanned aircraft system (UAS) integration. As one of the Navy’s most sophisticated over-water test ranges, Point Mugu provides national-level infrastructure for EW experimentation, ISR sensor evaluation, data-link testing, precision navigation, airborne C2, electromagnetic maneuver warfare, and integrated fleet mission testing.
The NAWCWD Point Mugu BAA encourages research across airborne ISR analytics, next-generation EW algorithms, RF engineering, secure communications, advanced radar phenomenology, waveform development, agile spectrum operations, telemetry modernization, GPS-denied positioning, multi-sensor fusion, and maritime-domain sensing technologies. The range also supports AI-enhanced threat simulation, digital twin environments for mission-system validation, cloud-native flight-test data processing, and multi-domain air-range integration, enabling realistic evaluation of next-generation mission systems.
High-value research domains include autonomous airborne platforms, live-virtual-constructive (LVC) EW environments, high-throughput telemetry links, networked sensor grids, airborne spectrum sharing, electronic attack and protection techniques, cognitive EW architectures, secure airborne mesh networks, RF-based target characterization, UAS swarming interoperability, and robust maritime ISR pipelines. Advances that improve test fidelity, range safety, distributed data collection, cross-domain integration, or accelerated flight-test instrumentation are frequently prioritized.
Eligibility is broad and includes universities, nonprofit research labs, federally funded R&D centers, established defense contractors, and for-profit corporations of all sizes. Startups with AI/ML analytics, cyber-secure mission software, RF sensing, or EW-algorithms can be strong performers given the Navy’s emphasis on rapid test-range innovation. Foreign participation is tightly restricted due to ITAR, classification, and spectrum-control constraints.
Most submissions move through a white-paper phase prior to full proposals, allowing program-manager engagement and alignment with real range requirements. Awards may be structured as grants, cooperative agreements, OTAs, or R&D contracts depending on the maturity and transition potential.
