Night Vision and Electronic Sensors Directorate (NVESD) – Broad Agency Announcement

The U.S. Army Night Vision and Electronic Sensors Directorate (NVESD) Broad Agency Announcement (BAA) is one of the Army’s most influential research mechanisms supporting next-generation sensing, targeting, survivability, and reconnaissance. Often referred to as the Night Vision Lab, NVESD leads the development of electro-optical and infrared (EO/IR) systems, low-light imaging sensors, multispectral and hyperspectral surveillance, active and passive imaging technologies, laser sensing, advanced optics, and integrated electronic warfare capabilities. Its BAA identifies novel science and engineering approaches that enhance soldier awareness, enable long-range engagement, and improve threat detection under all environmental and lighting conditions.

NVESD research spans early-stage science through applied prototype maturation. Investigators may propose breakthrough sensing materials, compact EO/IR architectures, advanced focal-plane arrays, LIDAR systems, autonomous target recognition, high-speed image-processing chips, long-range surveillance analytics, atmospheric-correction algorithms, adaptive illumination schemes, or AI-driven fusion of EO/IR, RF, and acoustic data. Additional priorities include sensor resilience in contested electromagnetic environments, counter-UAS detection, robotic perception for autonomous platforms, signature management, electromagnetic maneuver warfare, and next-generation survivability technologies for ground and airborne systems.

NVESD places strong emphasis on dual-use surveillance platforms, field-ready prototypes, battlefield decision-support analytics, and digital-engineering workflows that accelerate transition into Army programs of record. Work related to Army Futures Command initiatives—such as automated sensor tasking, long-range precision sensing, counter-obscurant imaging, and persistent ISR architectures—is highly aligned.

Eligibility is broad and includes universities, nonprofits, federal laboratories, large defense contractors, and for-profit corporations of all sizes. Early-stage startups with disruptive sensing materials, photonics innovations, IR chips, autonomous perception algorithms, or advanced test-instrumentation capabilities can be highly competitive. Due to national security requirements, foreign participation is restricted unless approved under specific conditions.

NVESD BAAs typically use a multi-stage process, beginning with technical white papers submitted year-round. Full proposals are invited for concepts that demonstrate feasibility, novelty, technical clarity, and clear Army operational relevance. Evaluation criteria include scientific merit, mission alignment, transition feasibility, and the proposer’s ability to deliver measurable sensing or survivability advantages.
