Dr. Paul – Former NIH SRO and DOE Program Director, University Research Strategist
Dr. Paul brings true insider knowledge of the federal grant lifecycle as a ScienceDocs Grant Consultant, with novel development of portfolios at two federal agencies, the National Institutes of Health (NIH) in basic biomedical technology and the Department of Energy (DOE) in quantum sensing/computing and bio imaging. He has developed new federal funding programs in cross disciplinary biomedical and technology research, team science, and quantum information science including sensing, imaging and computing with applications in materials, biology and medicine. His experience should significantly increase a client’s probability of grant awards and maximize impact of research programs.

Experience: In addition to consulting with ScienceDocs, Dr. Paul has been a biophysicist at DOE with a portfolio in Bioimaging and Quantum Information Science; an SBIR Scientific Review Officer; and Program Director at NIH in basic biomedical technology. He managed 1,000+ funded grants and developed programs of high-risk, disruptive technologies. He performed scientific due diligence and technical review to evaluate scientific merit and commercial potential of cutting-edge R&D, including projects led by three Nobel Laureates, establishing a gold-standard for “fundability” and technical feasibility. He authored a public market study on quantum technology disruption in biological imaging that serves as a strategic roadmap for DOE- funded small businesses and private ventures looking to capitalize on quantum sensing and information science within the life sciences sector. He spent 20 years working as an independent investigator as professor in academia and principal scientist in industry, publishing fundamental biomedical research and patenting cell biology and machine learning algorithms and artificial intelligence approaches for drug discovery and diagnostics. He is active in federal and industry networks to understand future directions of federal funding and grant evaluation criteria. His ability to navigate complex regulatory and funding landscapes to accelerate prototype research and concept development helps bridge the gap between theoretical and practical biophysics and bioengineering. He is expert at identifying disruptive technologies and positioning them for federal support and private sector transition.
