NSF ADVANCE Program: Transforming Academic STEM Cultures and Expanding Equity for Women Faculty

The National Science Foundation (NSF) ADVANCE program promotes systemic gender equity and organizational transformation within academic STEM environments. Unlike traditional NSF research programs that primarily support scientific investigation, ADVANCE focuses on institutional structures, faculty policies, leadership norms, evaluation practices, and workplace climates that influence the recruitment, retention, and advancement of women faculty in science and engineering disciplines. The premise of ADVANCE is that persistent inequities are not solely the result of individual challenges, but of institutional systems, implicit bias, cultural expectations, workload imbalances, reward structures, and pathways to leadership. Successful proposals demonstrate that universities are ready to diagnose and change their organizational systems at scale, not simply offer small professional development activities.

ADVANCE funding supports initiatives that redesign faculty hiring and recruitment strategies, strengthen equitable promotion and tenure evaluation processes, build inclusive leadership pipelines, reduce workload inequities, establish climate improvement systems, refine departmental governance, enhance mentoring structures, and institutionalize equity dashboards or analytics tools. Many awards include cross-campus climate assessments, policy revisions, departmental equity scorecards, allyship training, intersectional analysis of barriers, leadership development for department chairs, and transparent promotion benchmarking. ADVANCE projects may also address barriers related to caregiving, research assignment inequity, biased evaluation metrics, lack of sponsorship networks, or insufficient professional development opportunities for women faculty.

The ADVANCE program offers multiple award tracks, including Institutional Transformation (IT) grants that fund multi-year strategic change at the institutional level, and smaller-scale awards for adaptation, partnership building, and collaborative organizational learning. Major IT awards may exceed several million dollars and require deep campus commitment, multi-year planning, institutional leadership involvement, robust change-management methodology, and clear sustainability plans after the grant period concludes. ADVANCE evaluators prioritize measurable climate improvement, permanent policy implementation, institutional leadership capacity, and rigorous evaluation metrics that document long-term change.

Eligibility varies by track but typically includes U.S. universities, academic colleges, minority-serving institutions, STEM-focused departments, or multi-institutional consortia. Proposals must clearly articulate:
• institutional need and readiness
• evidence of systemic barriers and climate diagnostics
• integrated change strategies grounded in social science theory
• leadership commitment across departments and executive offices
• long-term sustainability after the award period
• robust evaluation and data-collection methodologies

ADVANCE places strong emphasis on intersectionality, recognizing that challenges affecting women faculty may be compounded by race, ethnicity, disability, or other identities. Proposals that incorporate data-informed decision-making, faculty analytics platforms, mentoring networks, and continuous equity monitoring systems tend to strengthen competitiveness.
