NSF Pathways to Scale Grant
The NSF Pathways to Scale program supports the expansion of high-impact, research-based innovations into deployable systems capable of serving broad communities, industries, and national priorities. As part of the Technology, Innovation, and Partnerships (TIP) Directorate, Pathways to Scale focuses not on discovery science, but on accelerating technology maturation, validation, and scalable deployment. The program provides substantial resources for refining prototypes, validating real-world use cases, strengthening industry or community partnerships, and developing sustainable models for adoption and growth.
Unlike research-centric NSF awards, Pathways to Scale targets teams that already possess a promising, evidence-based innovation—whether a technology, framework, software platform, or scientifically validated solution—and are prepared to test its viability in real operational environments. Projects commonly emerge from prior NSF investments such as PFI, Convergence Accelerator, I-Corps, or Center-based research. The goal is to advance solutions from pilot stage toward large-scale impact through rigorous testing, stakeholder engagement, implementation planning, and refinement of business, policy, or deployment frameworks.
Eligible applicants include U.S. academic institutions, nonprofit research organizations, Tribal entities, and qualified small businesses. For-profit organizations may participate as partners, subawardees, or co-development collaborators, especially when their involvement accelerates scale-up potential. Proposals must demonstrate a strong research foundation, compelling societal or economic need, clearly defined user communities, and a feasible strategy for scaling. Reviewers assess organizational readiness, partnership strength, validation plans, risk management approaches, and pathways to long-term sustainability.
Projects may address innovations in areas such as climate technologies, advanced manufacturing, AI-enabled platforms, biotechnology, education systems, public health, clean energy, geospatial analytics, water resilience, and other domains aligned with national priorities. Successful teams often integrate technical refinement with user-centered design, regulatory analysis, data-security planning, workforce considerations, and robust evaluation frameworks.
