NSF QLCI - Quantum Leap Challenge Institutes

The National Science Foundation’s Quantum Leap Challenge Institutes (QLCI) program supports large, collaborative research centers focused on advancing quantum information science and engineering. These institutes are part of NSF’s broader effort to accelerate progress in quantum computing, quantum sensing, quantum materials, and secure communication technologies.

QLCI proposals are not traditional research grants. They fund coordinated, multi-investigator programs designed to integrate discovery, workforce development, and technology translation. Participating teams typically include physicists, engineers, computer scientists, mathematicians, and materials scientists, along with industry and national laboratory partners. Many projects also include education initiatives to train students and early-career researchers in quantum technologies.

Because of their scale, QLCI proposals require a comprehensive organizational plan. Reviewers evaluate not only the scientific goals but also leadership structure, institutional commitment, training activities, diversity initiatives, and collaboration strategy. The proposal must present a unified scientific vision rather than a collection of individual research projects.

Applicants must demonstrate how the institute will advance the field nationally, build research capacity, and develop a workforce capable of supporting emerging quantum technologies. Clear project governance, defined roles, and realistic management plans are critical. Successful submissions explain how research, education, and partnerships reinforce one another over the life of the institute.

Many proposals struggle because the narrative becomes highly technical or fragmented across participating groups. Strong proposals communicate the overarching scientific purpose clearly to reviewers from multiple disciplines while still maintaining technical credibility.

ScienceDocs assists universities and collaborative teams in organizing large interdisciplinary proposals, structuring management and leadership plans, and integrating research and training components into a cohesive narrative aligned with NSF expectations.
