Office of Naval Intelligence (ONI) – Broad Agency Announcements

The Office of Naval Intelligence (ONI) occasionally releases limited and unclassified Broad Agency Announcements supporting foundational research that advances maritime domain awareness, intelligence analysis, data exploitation, and next-generation analytic tools. Although the majority of ONI’s mission is classified, its unclassified BAAs provide a rare opportunity for academic institutions, research organizations, and industry innovators to contribute early-stage science that may enhance future intelligence capabilities across the Navy and joint services. These programs emphasize exploratory methods, prototype analytics, and transformative concepts that will one day support national security operations.

ONI seeks automated intelligence exploitation, advanced AI/ML for signals and imagery analysis, resilient maritime situational awareness, human-machine analytic teaming, graph-analysis platforms, cross-sensor correlation, predictive analytics for maritime behavior, and high-volume unstructured-data processing architectures. Additional research priorities include multimodal fusion of EO/IR, RF, acoustic, cyber, and space-derived data, algorithms for understanding adversary platform signatures, tools for container-port analytics, domain-awareness visualization environments, and novel approaches to maritime logistics intelligence. ONI is also interested in long-range anomaly detection, early threat-indicator analysis, and fieldable analytic prototypes that can eventually support both strategic and tactical sensing pipelines.

Because ONI BAAs tend to support early-stage analytic capability, eligibility is intentionally broad: universities, national laboratories, federally funded research centers, nonprofits, large defense primes, and small for-profit corporations may apply, including startups with emerging dual-use maritime-intelligence, sensing, or AI/ML technologies. Due to security considerations, foreign participation is usually restricted unless permitted under specific conditions.

ONI BAAs normally follow a multi-step submission process, beginning with an invited concept summary or white paper before progressing to a full technical proposal. Evaluation focuses on scientific merit, mission relevance, analytic scalability, computational feasibility, and potential for transition into higher-classification environments without requiring classified work at the proposal stage.
