The NSF STTR Phase 2 grant
The NSF STTR Phase 2 grant provides substantial follow-on funding to small business–research institution teams that have successfully completed Phase I and demonstrated strong technical feasibility. Whereas Phase I focuses on early proof-of-concept, Phase II supports full-scale R&D, including prototype refinement, integration, validation, and preparation for commercial deployment. Like NSF’s SBIR Phase II program, STTR Phase II funds high-impact, high-risk technological breakthroughs, but it uniquely emphasizes the continued and formal collaboration between the small business and its partnering research institution.
NSF STTR Phase 2 grants typically exceed $1 million over two years, enabling teams to advance deep-tech solutions in fields such as artificial intelligence, bioengineering, advanced materials, clean energy, quantum technologies, sensors, environmental systems, and medical technologies. Projects must demonstrate a compelling path to commercialization, a well-defined technical development plan, and strong potential for societal impact. Because STTR mandates institutional involvement, proposals must also show how academic or nonprofit partners provide essential expertise, facilities, or innovation capacity benefiting the project.
Eligibility requires that Phase I has been successfully completed, the small business remains U.S.-owned and under 500 employees, and the partnering research institution continues to perform at least 30% of the R&D effort. Applicants must articulate clear milestones, measurable outcomes, risk-mitigation strategies, intellectual property considerations, and plans for future investment or market entry. Phase II proposals undergo rigorous NSF review, with particular attention to technical merit, commercial potential, and the effectiveness of the collaboration.
Successful Phase II projects often provide a bridge to private capital, strategic partnerships, pilot testing, regulatory planning, and eventual scale-up. Because Phase II represents a critical inflection point for deep-technology ventures, narrative clarity, strong technical justification, and a cohesive commercialization roadmap are essential.
