U.S. Army Corps of Engineers (USACE) – Broad Agency Announcements

The U.S. Army Corps of Engineers (USACE) is one of the world’s largest civil and environmental engineering organizations, responsible for national water resources, flood risk management, hydropower, navigation systems, disaster recovery, environmental restoration, and infrastructure resilience. While the Engineer Research and Development Center (ERDC) conducts most formal Corps research, USACE Headquarters and regional districts periodically issue Broad Agency Announcements (BAAs) to support cross-cutting science, engineering, planning, and environmental innovation. These solicitations enable researchers to propose early-stage concepts, advanced modeling approaches, prototype demonstrations, and mission-relevant applied science beneficial to Corps civil works, military construction, and environmental programs.

USACE BAAs cover a wide range of technical priorities including hydrology, sediment transport, coastal engineering, wetland ecology, ecosystem services, riverine restoration, structural materials, infrastructure durability, probabilistic risk analysis, shoreline stabilization, climate adaptation strategies, engineered wetlands, disaster-recovery analytics, dam safety, smart infrastructure sensors, and novel construction technologies. Many BAAs seek advanced environmental modeling techniques, data-integration frameworks, geospatial analysis, machine-learning tools for hazard forecasting, and innovations that improve the resilience and sustainability of U.S. civil works infrastructure.

Unlike narrow program solicitations, USACE BAAs encourage multidisciplinary proposals that connect engineering, ecology, climate science, data analytics, and materials research. The Corps frequently seeks technology that can transition into coastal planning, watershed management, installation operations, or emergency response support. Proposals demonstrating clear public benefit, long-term sustainability, and real-world applicability often score well.

Eligibility is broad, spanning universities, nonprofit research groups, federally funded R&D centers, large corporations, and small engineering or technology firms. For-profit companies are fully eligible and often competitive when offering applied construction technologies, data-driven environmental tools, or advanced resilience engineering. Foreign entities may be restricted depending on topic sensitivity or export-control considerations. Projects generally begin with white paper submissions, followed by invited full proposals for the most compelling technical concepts.
