USDA Grant Writer Dr. Paul is a British-born scientist who earned his degree from Cambridge University and his Ph.D. from the University of Manchester. He conducted foundational research at the Max Planck Institute in Germany, where he named the WRKY family of plant transcription factors. With over 70 publications, Paul’s work has been cited over 16,000 times. His work defined how plants regulate their immune responses. Paul has also worked at The University of Oxford and The University of Bristol. Following faculty roles at University of Virginia, South Dakota State, and Texas A&M he moved to industry where he worked on several startup companies and was the lead scientist for a company listed on the New York Stock Exchange. Paul is a subject matter expert both in science and in business.

Paul has held several university adjunct positions, including at The University of Nevada Las Vegas, Daemen University, and SUNY Erie. He has taught both Sustainability and Biotechnology at the university level and he also serves as an Associate Editor for a well-respected genomics journal.

Paul has first-hand knowledge of the grant reviewing and awarding process having served on a USDA grant awarding panel in Washington DC. He has already agreed to serve as a USDA SBIR proposal reviewer in 2026.
